Question for Cotton Marketing Board

Does Cotton Marketing Board allow investors to partner farmers in the growing of cotton through joint ventures? I am the Zimbabwean Embassy in New Delhi India. There is an investor who deals in cotton growing he wants to come to Zimbabwe for opportunities in the cotton growing so we want to know if joint ventures in cotton can be allowed.
