Question for Zim National S P C A

Neighbours dogs very vicious . They jump some of the neighbours durawall and attacks other dogs. At times they are left in the street and no one can pass . The owners won't do anything about it. Today they have attacked my father's dog and ripped some of the dog's skin. Can you please advice what to do
